Thanks for the heads-up. I installed the attached patch into the development repository. It assumes that the bill will indeed be (or has indeed been) signed into law. This change doesn't affect timestamps until March so there's no rush for a new TZDB release. Although the bill says it takes effect tomorrow, it's possible that its late signing means it's not officially law until after that. If we find out when that is, we can update TZDB accordingly. That would be only a minor change, as it'd affect only tm_isdst flags which are obsolescent and nobody should care about them.
