The version number has to be stored somewhere. Currently, it's stored in the Makefile. The Makefile is part of the tzcode distribution, not the tzdata distribution. So if a new release of the tzdata distribution is cut, the tzcode distribution needs to be updated as well. It's just a minor glitch, easily fixed when someone gets around to it.
