I presume that Mr Conradi is talking about the fact that the quoted bit mentions several counties by name, including Benewah county, Idaho county, and Shoshone county... and then mentions Idaho county again (this time with the qualifier "the northern three-quarters"). If the rule covers the whole of Idaho county, then the last bit ", and the northern three-quarters of Idao county" after "Shoshone counties" should be removed. If the rule covers only the northern three-quarters of Idaho county, then "Idaho, " should be removed from the list of (complete) counties affected.
