As Paul indicated, a simpler *IANA database timezone selector* might be useful. Cutting back on IANA database timezones, however, won't work, for all the reasons indicated.
I agree that Paul’s solution of creating a ‘zonecurrent’ file, analogous to ‘zone1970’, would be the best solution from within the tz framework. Any solution that involves further elimination or consolidation of existing zones should be a non-starter.
