"EST" is the time zone commonly used in Sydney. 'S' is understood to mean Standard or Summer (not "Sydney" - though it may happen with increasing parochialism).
it is simply "wallclock time" which is either N, or N+1 hours offset from UTC (and yes, N can be fractional...)
My fellow voters in the federal electorate of Sydney (in Lord Howe Island) adjust by 0:30. Regards, Eric Ulevik
