Mapping a phone number to a timezone? (was RE: What is a time zone?)

I essentially view libtz as a repository of timezone data. We use it for lot more functionality than tzcode offers. For example identify a timezone based on ZIPCODE or phone number.

Is there a database that maps a phone number to a timezone? --Chris
