As has already been discussed on this list at https://mm.icann.org/pipermail/tz/2022-October/032132.html, we released this change for Syria in verison 2022e on 11 October 2022. Data updates take some time to propagate via telecommunications and vendor support down to people's cell phones and computers. Once we've published updated data, it is up to these downstream providers to apply it in a timely fashion.
