Yes, many users of the tzdb use a local copy. That's true of most if not all UN*Xes that use it (including Android and iOS); updates may be downloaded over the Internet, but little if any software goes out over the Internet every time it needs to convert between local time and UTC. That's probably also true of applications, etc., that use the tzdb.
