Governments self-evidently are: they are why we even have time zones in the first place. Everything in this database is _inherently_ political, and your continued attempts to "avoid politics" do nothing of the sort.
If what we want is one time zone per country, let's have that conversation instead of having it happen by accident as a side effect of rules that don't mention countries. Sincerely, Watson Ladd
