I think this is a reasonable approach. I would point out that, per https://en.wikipedia.org/wiki/ISO_3166-1_alpha-2#Decoding_table, country codes AA, Q[M-Z], X[A-Z], and ZZ are permitted for "user assignment". If we were to absolutely feel that Etc/UTC needed a place in zone{,1970}.tab, it would belong there, *not* in GB. But I don't think that's necessary. -- Tim Parenti
