It's not official yet. It was announced by a goverment officer who was not the one who proposed it, and it was confirmed by the president on his weekly TV show -- but no official announcement yet. Maybe on Official Gazette 38770?

The current timezone is named Hora Legal de Venezuela, not Venezuela Time. It is, of course, expected that the new timezone will be named HLV also -- but who really knows? (sigh) Jose
