My question is: Are you shure that
Change from DST to standard: 2006-09-21T21:00 has to be interpreted as: +Rule Syria 2006 only - Sep 21 0:00 0 - Probably Sep 22 0:00h ? If you follow the IATA, then you may also want to have a look at the starting date in 2006: Mar 31 0:00, not Apr 1.
