The initial question of this thread implies that there is a need for a non-programmer's window into the IANA Time Zone Database. May I therefore suggest taking a look at Time.is, which has the time for 7 million locations around the world, and usually runs the latest version of the IANA Time Zone Database. I am worried that IANA has the wrong time for New Zealand, as Google Calendar which claims to use IANA Time Zone Database, displays the incorrect time for New Zealand. It displays GMT + 12 Auckland but it should be GMT + 13 Auckland, as we are observing Daylight Savings time.
