I think you want to remove "Kemerovskaya oblast'," from the description of the Asia/Krasnoyarsk zone (line 2077 in tz2009p); or, if you want to keep Oscar's comment intact, add a comment indicating that Kemerovskaya oblast' is now dealt with in Asia/Novokuznetsk. Eric.
