The problem is that according to the downloaded version of the database on the Google site for updates http://code.google.com/p/tzdata/ in 1971 the time zone in Paris wasn't one hour ahead of UTC.
Ah, OK, I see the problem now. The XML data in <http://tzdata.googlecode.com/files/tzdata_latest_all.zip> (dated 2010-08-16) are wrong for Paris, in that they say that Paris was on UTC from 1945-09-16 01:00:00 to 1976-03-28 01:00:00 UTC. However, that XML data is not part of the tz database; it is generated by someone else, from the tz database, and apparently there's a bug in the generation process. I suggest that you take it up with whoever generated that data. The tz data proper, which are in <ftp://elsie.nci.nih.gov/pub/tzdata2010l.tar.gz>, do not have the bug.
