As near as I can make out, the entry for America/Santa_Isabel is incorrect and unnecessary, in that the entire state of Baja California observes US daylight-saving rules. See the map here: http://www.bajagoodlifenews.com/2010_02_21_archive.html And in thinking about it, this only makes sense. If all the major cities of the state observe US rules, why would there be an exception for minor towns and villages containing only a small fraction of the population? Proposed patch attached.
