(Asia/Novosibirsk): Switch from +06 to +07 at 2002-05-01 03:00, not 2011-03-27 02:00.
I believe the document is about transition to +06 (+07 when on DST), previously guessed to be in 1993. And only for Tomsk Oblast, not Novosibirsk Oblast. 2011 transition should not be affected.
