I just send a e-mail to Zulmira Brandão at http://pcdsh01.on.br/ the oficial agency about time in Brazil, and she confirmed that the old rule is still in force. One thing about the news, is that the state governator made a statement, but to change the summer time federal decree is needed. The change can still occur, but it is better to wait for a confirmation of something oficial not news about a statement.
