As this falls under the "war or insurrection" clause of the timezone identifiers guideline <https://data.iana.org/time-zones/theory.html#naming>, let's leave things be. We lack resources to track these conflicts' boundary changes, and changes to local timekeeping rules are generally poorly documented in these cases. As a practical matter, belligerents can use TZ='Europe/Moscow', TZ='Europe/Kyiv', or TZ='Asia/Tbilisi', and this should be good enough.
