Is the following summary accurate? <li>The <a href="http://www.chronos-st.org/">Chronos Date/Time Library</a> is a <a href="http://smalltalk.org/">Smalltalk</a> class library that compiles <code>tz</code> source into a <a href="http://date-time-zone.com/">time zone repository</a> whose format is either proprietary or an <a href="http://www.w3.org/XML/"><abbr title="Extensible Markup Language">XML</abbr></a>-encoded representation.</li>
