The American Astronomical Society has established a Leap Second Committee that is soliciting comments from professional and amateur astronomers on the draft ITU-R recommendation to abolish leap seconds. As I understand it, the latest proposal is to replace leap seconds with leap hours, which would occur every few hundred years at first. Comments are due by September 15.
