Guy, You are right. As we understand it, countries may make an announcement that they will be observing DST this year on such and such a date. What we need is to keep track of these pronouncements as they relate to our flight schedules.
You might find that such announcements arrive more quickly at http://www.timeanddate.com/ I say that because a fellow named Steffen Thorsen often provides this list with links to timeanddate.com pages that, in turn, provide links to original source documents. --Bill
