[tz] Status in the Carribean

It's been a busy time in the Carribean, what with Quitana Roo, Turks & Caicos, and now Haiti. I've updated an image that reflects the new current status of that region: http://OnTimeZone.com/images/caribbean.gif (magenta lines = time zone borders) (blue lines = dst observance borders) Over water, the lines were not drawn to be "anatomically correct", though they lie on the correct side of any island.
