Actually, there are seven other counties that are moving from Eastern to Central time. Since they, like Starke County, do so at the time change, they will simply skip the spring-forward--2:00 EST and 2:00 CDT are identical (both equal 21:00 UTC on the previous day). It appears to me that this requires creating a new zone for the other seven counties, which I show below. # From J.
