It's *set* to 0 at power on, but all indications seem to be that the *intended meaning* is "seconds since 1978" For example, the sentence "The system starts out at time "zero" so it is safe to set it forward to the real time." wouldn't make sense if there weren't a notion of "the real time" independent of power-on.
