It should document the time most commonly used in a locale. Anything more ambitious than this would cause too many administrative and political problems. We now have two sources that those islands stuck to DST for a while longer, so I think we should probably add an entry for them. Earlier I proposed the name `Australia/Hamilton', but now I see there is also a Hamilton in Victoria so this would be confusing. `Australia/Whitsunday' would be a good choice except that it's probably too broad, as other islands in the Whitsunday group probably did not join the daylight-saving rebellion. So now I'm thinking `Australia/Lindeman' may be the best name choice, as my vague impression is that Lindeman has more people than Hayman (Lonely Planet writes that its prices are lower, anyway :-).
