Asia/Tehran: Iran stopped observing DST, permanently, effective today! (Thanks to Steffen Thorsen for this info.)

The patch looks fine, except that I would really prefer it if we could use IRT from now on, instead of IRST. BTW, sorry for the rant about the Iranian change. Apparently Steffen notified the list in time. roozbeh
