TTF proposal to ICANN for FY17 - Fixing the bugs in ICANN’s machine translation tool used for the LACRALO mailing lists
Dear All, Today is the deadline for budget proposals to be submitted to the At-Large Finance and Budget Subcommittee (FBSC). One longstanding technology issue is the machine translation used on the LACRALO mailing list. This has been documented extensively by the TTF at https://community.icann.org/display/LACRALO/discussion-of-LACRALO-mailing-li... Currently, the key issue is that ICANN doesn't have any dedicated persons to fix this software tool. There is only one person from ICANN IT staff who attempts to work on a new version of the translation tool in his spare time, outside of ICANN hours. As this ICANN IT person is very busy at ICANN and his volunteer efforts are appreciated, he has little to no spare time to work on fixing the outstanding bugs in the software. It is clear that a person is critically needed at ICANN with a mandate to fixing this software. I have agree with Olivier's comment. As a newcommer its' surprising that any orgaization that considers it self a "global stakeholder multilingual' organization cann't see the importance of a robust communication tool. Hope it is approved. Sent from my iPad

I support this as well, however i think perhaps it could be done as a joint proposal to address that of AFRALO as well. I note that the proposal indicated that the tool could be used by AFRALO (English <> French) but its not clear whether a new set of code development will not be required. So it may be be good if that part is updated to include the AFRALO region. Although i understand this is normally a regional thing, if what i suggest is not possible, perhaps AFRALO could also submit something similar and then it gets combined at a later time? As a tool that is useful to a significant section of the At-Large community, it is indeed surprising that ICANN has not considered completing this work on priority basis. I get the feeling that the TTF has been forced to submit this proposal. I support the proposal and hope that it gets funded. Hi Seun, thanks for the question. It is very straightforward to implement for other regions like AFRALO for any two language lists. I'll suggest that AFRALO through the FBSC express support for the proposal so that the tool can be used in AFRALO. Because the existing new code is not ready for use (currently HTML mail works, but plain text email doesn't) Once the bugs have been fixed, I've even proposed an alternative approach that would scale for multiple language groups in regions. Glenn, I am AFRALO member and I believe this was raised in most physical meetings we've had, including during the last meeting in Dublin. Dear all, I believe this concern for AFRALO was brought up in the TTF meeting in Dublin and I believe the discussion finally leaned towards trying out the software for LACRALO first, clear any teething problems and then move unto AFRALO. Nevertheless, I don't believe being active or inactive in a working group should be a determining factor for raising genuine issues regarding a RALO. I was am active member of the TTF but due to my new move to a different country, the timing has been a bit off for me. There is only one person from ICANN IT staff who attempts to work on a new version of the translation tool in his spare time, outside of ICANN hours. As this ICANN IT person is very busy at ICANN and his volunteer efforts are appreciated, he has little to no spare time to work on fixing the outstanding bugs in the software. It is clear that a person is critically needed at ICANN with a mandate to fixing this software.
Hence this budget request is for funding to be made available to ICANN IT staff for ICANN to hire a programmer to work on ICANN’s new machine translation tool and fix the remaining bugs so that the new software tool can be installed and ease the communication difficulties faced by LACRALO, the At-Large Community and ICANN Staff over the past 6 years.
Although this proposal was submitted to LACRALO earlier in the week, it appears that LACRALO will not be considering any proposals for submission.
Hence, the TTF will be submitting the attached proposal to the FBSC for their review.

Hence this budget request is for funding to be made available to ICANN IT staff for ICANN to hire a programmer to work on ICANN¹s new machine translation tool and fix the remaining bugs so that the new software tool can be installed and ease the communication difficulties faced by LACRALO, the At-Large Community and ICANN Staff over the past 6 years.
Although this proposal was submitted to LACRALO earlier in the week, it appears that LACRALO will not be considering any proposals for submission.
Hence, the TTF will be submitting the attached proposal to the FBSC for their review.
