Well, Microsoft did say that they "are working on rolling out new languages and platforms—bringing the translation feature to more Skype apps and implementing an even wider selection of languages." The latest Skype for Windows client now has Skype Translator built in, so no need for the separate Skype Translator for Windows Modern app.
The Skype Translator features will work when communicating with any other Skype client (on Mac, Linux, mobile app) but translation works for one-to-one communication. It doesn't work on group chats
