The FY18 budget item you refer to is for additional development staff responsible for maintaining https://www.icann.org and https://large.icann.org. It does not include the retirement of Google Site Search as this falls under FY17. However, any long term search strategy may be addressed by that same team, unless it conflicts with regular development efforts. In that case, a special budget would need to be requested.
