Dear Heidi and all, gracias por este oportuno recordatorio. Para quien no haya captado el método conviene profundizar ligeramente: los votantes pusieron un número 1 a su candidato más preferido, 2 a su segunda preferencia y 3 a la última. Así, quien obtenga más números 1 será el que más apoyos tiene para ser designadao y quien más números 3 tenga será quien menos los tenga. Por lo tanto quien más números 1 tenga, el candidato preferido, sumará más veces el número 1 y obtendrá la mejor suma. Este sistema de votación es diferente de los más usuales orientados a mayoría simple y fue inventado fuera de ICANN para corregir un defecto percibido en las elecciones de mayoría simple: puede ganar un candidato (en el ejemplo de 3 candidatos) que reúna 34% de los votos pero sea realmente detestado por el restante 66%. En este sistema los votos en contra cuentan, no sólo los votos a favor. Desconozco la razón exacta de que el ALAC haya escogido votar sólo por tres y no por los cinco candidatos que enviamos pero parece una medida sensata para evitar una votación cuyo resultado sea confuso y poco confiable; espero que nos informen pero puede haberse tratado de una pre-selección o bien de una ronda previa de votaciones para eliminar a los candidatos/as menos preferidos. Se puede apreciar que el sistema utilizado es una variante o implementación de la "cuenta de Borda" o "recuento de Borda", al menos por sus efectos. En los años pioneros de ICANN le dimos mucho espacio al estudio de los sistemas alternos de votación. Una de las principales razones para hacerlo fue la amplia diversidad que ICANN debe representar, a la vez que las comunidades - geográficas, funcionales, etc. - ingresan con números de individuos y potencia polítca muy diferentes. En muchos casos nos encontramos con estos sistemas como algo preferible a la mayoría simple para evitar la captura por grupos de interés y para combatir las paradojas mencionadas incluida la de Condorcet. Para muchos latinoamericanos el solo hecho de que existieran más allá de la teoría matemática sistemas alternos de votación fue una gran sorpresa. Ahora es parte de la cultura de quienes están bien adentrados en la temática de ICANN. Dicho todo lo anterior, saludo la designación de Vanda Scartezini. Como lo he dicho antes, en el NomCom la responsabilidad es extrema: se designa a los encargados formales de la conducción de ICANN y por lo tanto se requiere un conocimiento profundo de la organización y de la comunidad, así como un espíritu conciliador, una visión estratégica amplia, y redes de conexiones personales e institucionales globales muy extensas. Hagamos por que todos los candidatos que participaron, y muchos más, puedan competir sobre esta base en elecciones subsecuentes, y volvamos, resueltas las elecciones, a revisar las reglas de éstas con base en la experiencia adquirida, y sobre todo a nuestros asuntos sustantivos: cómo llevar las decisiones de ICANN en rumbos que beneficien a los usuarios de Latinoamérica y el Caribe, y cómo mantener en alto los principios que más conducen a la sustentabilidad y evolución del modelo de ICANN a favor de ellos.
