A reminder that the ALS application (209) Internauta Colombia is suspended for the moment. ALAC members requested further information to clarify why LACRALO failed to come to consensus when working to provide Regional Advice.

having noticed that several people have asked for the suspension of the vote and of the potential confusion that having no advice from the RALO could bring to ALAC members who are not aware of the issues for the RALO not being able to reach consensus, it is clear that the vote will need to be suspended for a discussion of the ALAC to take place.
I would like to ask both Fatima, Leon but also LACRALO leadership to let us know, on the ALAC Internal List, what the issue is, explain it and give a balanced description of the point of view of the ALSes supporting the application and the ALSes opposing the application.
The vote will be re-started only when it is clear that ALAC members are aware of the issues and are able to understand them. Ideally I would like the discussion to reach consensus too. A split vote is never a good thing.

If the issue is to be resolved by the ALAC, at least 12 members of which have not been involved in the debate, we need to be given at least a summary of the situation. Without that, it will be very hard for us to make a decision.
Moreover, the issue was raised on the ALAC call, and the brief synopsis given implied that one of the main points of contention was that the name of the organization was being used improperly. The conclusion was that ICANN Policy Staff could verify whether there was or was not an issue here. I have not seen that issue addressed.
The only alternative is for the ALAC to vote NO, since some members of LACRALO cannot agree that this organization should be an ALS. I believe that this negates the intended benefit of having the ALAC make certification decisions.
