Es un primer documento que muestra una intención de acercamiento de las partes con el fin de compartir algunas opiniones o ideas y realizar algunas actividades en común. Por el objeto y finalidades que tienen ambas organizaciones están directamente relacionadas con el desarrollo de Internet. Esto encamina el objeto del MOU a una actividad común. Las especificaciones vendrán después. Eso es lo esperado. Si así sucede, es muy probable que puedan surgir otros documentos más concretos. Me parece importante dar este primer paso.
