Today the ICANN meeting serves the following purposes: Engages local communities in various regions on issues affecting them (outreach). ICANN needs to do more to encourage outreach and involvement from the global community. Taking one meeting every 3 year in LAC wont help achieving this goal, all the contrary. Fellowship: adding to What Dev said, The Fellowship program is designed toward ensuring geographic diversity and to include representatives from multiple ICANN regions. Following the New strategic plan would diminish LAC possibility to apply.
And, Fadi in his Torontos speech emphasized about the New internalization of Icann. Taking Icann to the Community and not the Other way a round.

According to the ICANN Fellowship page at http://www.icann.org/en/about/participate/fellowships , Fellowships are awarded based on a mix of criteria including geographic proximity to meetings. Thus, more fellowships are awarded to persons in the geographic region of the ICANN meeting.
With the proposed Consolidated Meeting Strategy impacting when ICANN meetings are held in Latin America and the Caribbean (LAC) and Africa, this "geographic proximity to meetings" criterion for the award of ICANN fellowships for the meetings in Europe and Asia/Pacific from 2014-2016 should be adjusted to allow for more fellowships from persons in Africa and the LAC regions.

Tijani held the pen on the draft ALAC statement. And so ensured the AFRALO perspective is adequately covered. Their main concern was about visa for African attendees.
If we think LACRALO issues are not properly addressed, we could add to that draft ALAC statement.
