Estimados, no se cumplirá con la Rule 18.1, que es lo que se está pidiendo, por otra regla que casi con seguridad no se cumplirá, y solo ha sido invocada por el Secretario? De quie es la falla? Esto es una muestra cabal de que el Reglamento debe ser modificado.
