I have been here from the beginning. I have never lurked on the list. I may have abstained from a vote only once since 2006. Knowing the Rules of Procedure is a singular duty of the Chair. So I am very surprised to see such a bald attempt to delegate this base requirement of leadership.
There were two youngsters, both from Argentina, who have chaired LACRALO before now. Their names are Andres Piazza and Jose Arce.
When those fellows chaired LACRALO, the discussion of policy matters were standard agenda items for monthly LACRALO meetings. In fact, LACRALO representatives to the ALAC had space at every meeting to update the meeting on what was happening at ALAC.
Nothing new here. If anything, what we now have is a failure of leadership.
