Jose I believe you raised this query during the first day of the general assembly and it was dealt with then.
It is really for the ALAC representatives from LACRALO who had the responsibility to vote on this ALS application or the secretariat or staff to respond to you, but in the interest of time maybe I can clarify that ISOC-TT was ratified as an ALS on 14 March, there was some delay (i'm assuming because of other pressing matters) in staff sending this email.
