Request for feedback: Election Process and a Timeline
Dear UASG members, UASG Leadership has developed a generic Election Process and a Timeline that can be used for future UASG Leadership elections. The Draft Election Process and the Timeline are now published at https://uasg.tech/wp-content/uploads/2022/10/UASG-Election-Process-Draft.pdf, that is also accessible from https://uasg.tech/. Kindly review the election process and the timeline, and provide your feedback through the webform https://forms.gle/9aD2hFZxqrYcnHUc7 by 30 October 2022. After 30 October, UASG leadership team will take into account the input received and finalize the UASG Election Process and Timeline. The final process will then be published at https://uasg.tech/. We look forward to your feedback. Best regards, Seda Akbulut (on behalf of UASG Leadership team)
Dear All It is time for all of us to ask the UASG leadership to review the organization's charter because we have already lost a great number of qualified individuals who helped build UASG in the past, including Ram Mohan, DON, Dennis, Edmon Chung, Richard Merdinger, Mark Svancarek, and Dusan Stojicevic. Sad part is that due to the restrictions of the current charter, many of these persons who were the UASG’s strong pillars are no longer involved or active in the UASG group. As per me the current charter has a lot of problems which i am highlighting as below: *Number of people in leadership*: Present: One Chair and two to three Vice-Chairs. Purposed: The minimum current requirements of UASG leadership is One chair and at least Three Vice chairs should be always in position. *Term*: Present: Two-year terms with the possibility of one reappointment so Chairs and Vice-Chairs serve for a period of no less than two years and no more than four. Purposed: This should have been in line to ICANN Board charter at least three-year term for maximum 3 consecutive times. *Candidates*: The restriction that no more than one applicant from the same company may be a member of the UASG Admin Team should also be eliminated because it was not included in either the original charter of the UASG or the charter of ICANN. This restriction deters qualified individuals from applying and nominating themselves, particularly from major corporations like Facebook, Google, Apple, Microsoft, verisign, Afilias etc. Let the community determine whether or not they want more members of the same groups on the admin team when candidates are chosen through community vote. Nevertheless, in the interest of diversity if required we can have policy that No more than one candidate from the same company may run for the same seat/position i.e. Not more than one person should participate in election for chair and Not more than one person should participate in election for Vice chair from the same organization. *Involvement of All previous UASG leadership/admin team*: To keep them engaged and continue supporting the continuing work of UASG, a dedicated working group of all former veterans who were members of the leadership and administrative team should be established. All are urged to evaluate the current charter and the UASG election procedure, and support the present UASG leadership to consider implementing the following proposals as essential changes to the current charter in response to UA community suggestions before moving ahead for new elections. Hello all, Great suggestion from Shaked, but I will disagree with the point to allow more than one person from an organization to take leadership role. If this is allowed it's possible these people could influence decisions to favour such an entity. In the interest of diversity I suggest we stick to the No more than one person from the same entity. This is done in some other ICANN constituencies as well. I also suggest we stick to the two years term for no more than two terms. Because to change it to a three year term for possible reelection for three times means the leadership could be in place for a whole nine (9) years. This is not laudable. I however support the idea of bringing in the great knowledge of the past executives and the pioneers. Maybe they could form an advisory role. Hello Raymond These were excellent suggestions from Shaked, and I don't see any problems with any of them as the UASG community would choose whoever wins the election, so there is no reason to exclude anyone from running. According to my own opinion, there shouldn't be any restrictions on who may run for the position in the community. We already have a reduced time span from three to two years, so why do we only have constraints of two if ICANN permits three consecutive terms? I believe it is in the best interests of the UA community and UASG to put the great ideas offered by shaked into action and remove the obstacles. Excellent ideas from Shaked. I also don't see any issues with any of them because everyone in the community has the right to run in the election. Let the UASG community select the candidate who is most suited to be part of leadership group. Yes, there shouldn't be any limits on who may run for office in the community, and it's also a terrific idea to allow people to serve three terms in a row.

Sad part is that due to the restrictions of the current charter, many of these persons who were the UASG’s strong pillars are no longer involved or active in the UASG group.
As per me the current charter has a lot of problems which i am highlighting as below:
Number of people in leadership: Present: One Chair and two to three Vice-Chairs. Purposed: The minimum current requirements of UASG leadership is One chair and at least Three Vice chairs should be always in position.
Term: Present: Two-year terms with the possibility of one reappointment so Chairs and Vice-Chairs serve for a period of no less than two years and no more than four. Purposed: This should have been in line to ICANN Board charter at least three-year term for maximum 3 consecutive times.
Candidates: The restriction that no more than one applicant from the same company may be a member of the UASG Admin Team should also be eliminated because it was not included in either the original charter of the UASG or the charter of ICANN.
Involvement of All previous UASG leadership/admin team: To keep them engaged and continue supporting the continuing work of UASG, a dedicated working group of all former veterans who were members of the leadership and administrative team should be established.
All are urged to evaluate the current charter and the UASG election procedure, and support the present UASG leadership to consider implementing the following proposals as essential changes to the current charter in response to UA community suggestions before moving ahead for new elections.

Hi Thank you Shaked for describing the current UASG charter challenges so clearly. I wholeheartedly harmonize with and support each and every recommendation you made. Even your recommendations comply with ICANN guidelines https://www.icann.org/resources/pages/governance/guidelines-enwhere in its clear that Board members who serve on the Board for an extended period of time are able to provide valuable insight into the operations and future of ICANN based on their experience with, and understanding of, ICANN's Mission, history, policies and objectives. However, term limits ensure that the Board will continue to evolve with the infusion of fresh ideas and new perspectives. At present, Board members are not allowed to serve more than three consecutive, three-year terms on the Board, other than the President and CEO. As a result, the UASG charter actually needs to be amended. This modification must let all former UASG leadership to run in the elections, and it must limit the UASG term to three consecutive terms of two years on the Board. If someone serves three terms in a row, they must then be given a one-term hiatus before being given the opportunity to run again. Hello, I appreciate Shaked's luciddescription of the present UASG charter issues. I agree with and totallyendorse each and every suggestion he offered. They should be taken into accountwhile revising the UASG charter before the formal announcement of elections. Seda, UASG is a community-driven organisation. I'm not sure what the purpose ofusing a Google form is it to solicit recommendations. Why the administrativestaff wants to gather data in secret? It’s in interest of all that suchimportant suggestions are taken on UA-DISCUSS list, so that everyone is awareof the worthwhile proposals made by UASG community members and that the adminteam has taken them into account and implemented, so please allow communitymembers to post their comments and suggestions on the mailing list. The UASGcharter serves as the organization's guiding document, thus any recommendationsfor amendments should be put on the mailing list to enable everyone to discussany essential revisions. The UASG is an open and diverse community driven by a common goal. Anyone is welcome to join the UASG in many ways, through leadership, working groups, the ambassador program and local initiatives. As per me the current charter has a lot of problems which i am highlighting as below: Number of people in leadership: Present: One Chair and two to three Vice-Chairs. Having a term spanning over 2 years is just enough and needs no further adjustment in my opinion. In addition, if an individual who has served before wants to serve again. The charter should allow for such a provision especially if they have exhibited good performance during their term. *Kind Regards, * *..............................* *Mutegeki Cliff Agaba * *Website: www.mutegekicliff.com <http://www.mutegekicliff.com>* *Phone : + 256 776 800 679 * On Wed, 12 Oct 2022 at 16:53, Tan Tanaka, Dennis via UA-discuss < ua-discuss@icann.org> wrote:
