Peter, Could you specify which other issues you see here?

It seems to me UTS#46 is not helping the Internet move from IDNA2003 to
IDNA2008. But that is not something Patrik's Internet-Draft can solve.

That's a separate issue, indeed and beyond tractable from my perspective.
