I trust this message finds you well. I wanted to extend my gratitude for sharing the recordings and transcripts of the UASG ICANN78 sessions. It was reassuring to see that leadership has finally addressed some of the governance issues within the UA Steering Group (UASG).
As we move forward, I believe it is crucial to address several long-pending governance matters within UASG leadership. In particular, the issue of individuals occupying more than one position at UASG leadership positions needs immediate attention. Additionally, there seems to be an inconsistency in the term limits for leaders within UASG, particularly concerning Working Group Chairs.
I would like to bring to your attention and propose the following recommendations for consideration:
1. Restriction on Multiple Positions: It is recommended that any individual should be restricted to holding only one position within UASG leadership. For example, an individual elected for the Administrative Group should not simultaneously hold a chair position in any UASG working group (Communications, EAI, Measurement, and Technology).
2. Term Limits for Working Group Chairs and Vice Chairs: UASG Working Group Chairs and Vice Chairs should be elected for fixed terms. The current practice of one-year appointments with no term limits poses challenges. I propose that anyone who has already served for one year should not be eligible for reappointment the following year. Furthermore, they should only be allowed one more term after a one-year break. This approach ensures that new individuals have the opportunity to join UASG, fostering a diverse and dynamic leadership team. Moreover, it contributes to the continuous development of experienced leaders who can take on roles within the Administrative Group.
These recommendations aim to enhance transparency, inclusivity, and effectiveness within UASG governance. I kindly request that these matters be prioritized and discussed at the next available opportunity. Addressing these issues will undoubtedly contribute to the overall improvement of UASG's governance structure.
