It has passed the first reading in the State Duma. It needs to pass a second reading, then pass the Federation Council, then be signed into law by the President. Even if this all passes, it's possible the effective date will change along the way.

This bill was approved in the second reading today. It moves Novosibirsk oblast from UTC+6 to UTC+7 and is supposed to come into effect on 2016-07-24 at 2:00. The bill needs to be approved in the third readings by the State Duma, approved by the Federation Council, signed by the President and published to become a law.
