Sorry, the last time I maintained an AIX system they weren't using the tz database yet, so I don't know the details. But I imagine tz updates are part of the usual OS patch set. See, for example: http://www-01.ibm.com/support/docview.wss?uid=isg1IV47753 for a tz database patch that IBM issued earlier this year for AIX.

Also if you click on the bos.rte.date link http://www-01.ibm.com/support/docview.wss?uid=isg1fileset-870447231 at the bottom of the linked page, you get a list of fix packs for each AIX version; if you click on the latest release for your AIX version, you get a list of stuff you can download, including the fix pack and installation instructions. -- Take care.
