It has just been decreed that the change will now be the first Saturday of May, returning to normal time on the second Saturday of October. See <http://www.horaoficial.cl/cambio.htm> (the text is confusing, as it says the change will take place as stated "or as the competent authorities indicate", but radio and other news are announcing the stated dates). Noise at the political level indicates that DST could be abolished for the future. Sorry, I'm not familiar enough with the rules to fix this properly.
