I guess Finland used this rule already several years before the common EU directive officially harmonized the DST rules all around EU from 2002 onwards. The EU directive can be found here... http://europa.eu.int/eur-lex/pri/en/oj/dat/2001/l_031/l_03120010202en002 10022.pdf I will let you know, if I find more precise info about when Finland actually adopted the current DST rule. EET-02:00EEST-03:00,M3.5.0/03:00,M10.5.0/04:00 ... I guess Finland used this rule already several years before the common EU directive officially harmonized the DST rules all around EU from 2002 onwards.
Thanks for the info. According to the tz database, Finland has been using the EU rules since 1981; hence Finland changed its daylight saving rules, along with the rest of the EU, in 1996. The tz database also claims that before 1981, Finland observed DST only one year, in 1942, from April 3 at 00:00 to October 3 at 00:00; and that Finland adopted standard time in 1921 on May 1 at 00:00. If these data are incorrect, please let us know; it would be particularly helpful to cite sources. Thanks.
