Doesn't "make zones" do what you want?

I have two subdirectories like in your ftp site tzdata and tzcode and the command make zones submitted from tzcode directory failed as follow/ tzcode2001a]$ make zones make: *** No rule to make target `africa', needed by `posix_only'.
