Thanks, this means the tz database predicted Chilean daylight-saving politics accurately (what luck!), so I applied the attached patch, which updates only commentary. This removes the most-pressing need for a new tz release, though we still need to put out a new one sooner rather than later for the one-day change for Turkey at the end of March.
