Yes, I'd heart about Kazakhstan changing the name of their capital to Nur-Sultan (or to "Nursultan", as the BBC and several other Western sources spell it). Luckily, there is no tzdb entry for Kazakhstan's capital so we don't have to worry about this in tzdb.
