https://data.iana.org/time-zones/data/theory.html says that the tz database does not attempt to formally delineate boundaries between zone IDs; nevertheless, it appears this is reflected properly in our commentary: https://github.com/eggert/tz/blob/1dd5133c04707a454e275032f6264b03f267638b/n... As such, issues with mappings of locations such as Valle Hermoso to zone IDs such as America/Matamoros should be raised to those doing the mappings — either the websites in question or the libraries they may be using. -- Tim Parenti
