Until now, zone Antarctica/Vostok was defined only in file backward with this entry Link Asia/Urumqi Antarctica/Vostok where zone Asia/Umrumqi was defined as Zone Asia/Urumqi 5:50:20 - LMT 1928 6:00 - +06 permanent on 6h est of GMT since 1928. You will have to see whether Paul will create a real zone Antarctica/Vostok for you now. Your giving notice a few hours before the time shift was maybe not the best idea. Your giving notice a few hours before the time shift was maybe not the best idea. Well, sorry, but I am not too experienced with timezone changing.
Any stimulants like W.... involved in such a short-term decision?
Actually it doesn't matter for us which timezone to use, even if it was Ivory Coast timezone — you see, at polar day it is sunny all around o'clock, at polar night it is dark all around o'clock. But we constantly interact with Progress base, with company who builds new wintering station, with convoys — they all use UTC+5. So I made my base to work accordingly this timezone.
And you may be asked to prove your authority over such matters.
Okay, how can I do it? I am the chief of Vostok base; I communicate with you via email that belongs the only Antarctic operator in Russia, Arctic and Antarctic Research Institute, https://www.aari.ru/en . In my opinion the fact that it takes a long time for TzDb data to propagate to downstream systems is an extremely important fact that is not recognized by all 'policy makers' and it should be to help avoid difficult consequences. I feel this fact is buried in TzDb documentation. "...any rule change should be promulgated at least a year before it affects how clocks operate; otherwise, there is a good chance that many clocks will be wrong due to delays in propagating updates...". It's easy to imagine computer stuff updates almost immediately like it seems to on the internet, but local time updates do not work like that. I think an explanation of this fact should be front and center at TzDb, indeed, perhaps the very first thing on the main TzDb page: https://www.iana.org/time-zones. -Brooks
