[PATCH] A few more fixes related to AEST/AEDT etc. (Thanks to Tim Parenti.)

Almost all remaining differences are immaterial, but attached is a proposed patch for some minor straggling issues I see in commentary. Paul, thanks for your patience as this issue has been hashed rehashed over the last couple decades. Thanks for not simply caving to popular pressure, but for doing due diligence to build a stronger case for this much-needed and much-welcomed change.
